我国安全学科学历教育的困境与对策   总被引:1,自引:3,他引:1  
我国安全形势严峻的重要原因是安全科技人才缺乏。安全学科学历教育作为我国安全科技高级人才培养的主要渠道之一,为国家造就和输送了大批安全科技人才。但是,由于安全学科学历教育体制没有很好适应市场经济的发展,遇到了不少难以解决的问题。依据对高校和煤炭企业调查所获得的资料,统计发现:目前我国安全学科学历教育所面临的主要问题是专业设置的局限性、培养目标的雷同性和课程设置的低通用性;社会对安全人才需求与目前高校安全专业招生和毕业生就业之间存在的突出矛盾。在详细调研和分析的基础上,提出了相应的安全人才后备队伍建设应采取的对策,即加大政府调控力度、实施“人才兴安”战略,深化教育教学改革、培养高素质安全人才。  相似文献

ABSTRACT

This paper assesses the evolution of generation technology-mix in Australia, with specific emphasis on understanding how such evolution has been shaped by wider political and socio-economic influences. This assessment is predicated on the argument that the contemporary, quintessentially techno-economic, policy discourse on renewable energy is deficient, as it ignores climacteric political and socio-economic influences on generation technology-mix. The methodological framework employed in this paper is informed by the core tenets of technological change theory. The assessment suggests that generation technology-mix in Australia has historically been overwhelmingly influenced by the underlying technological paradigm of the electricity industry; and that this technological paradigm essentially draws its imprimatur from the wider political and socio-economic contexts. By implication, it suggests that a rapid uptake of renewables will have widespread ramifications, extending into political, socio-economic and cultural realms of a society. Clearly, existing policy discourse – that tends to focus on technical potentials, cost competitiveness, externalities and risks of various renewable technologies – is deficient. A much broader discourse is needed. This paper also made an attempt to develop a basis for such a discourse by reviewing broader aspects of the Australian society that would be affected by a rapid uptake of renewables.  相似文献

‘Fracking’ was on New York's agenda since 2008, yet no decision was made about it until late 2014. The gridlock is an intriguing puzzle given that the Marcellus shale is considered a ‘world class’ energy supply, and development has been aggressive in other US states. While policy scholars typically conceptualize gridlock as policy stability, this paper examines it as a dynamic process by which competing discourse coalitions engage in interactive framing processes that (re)structure the discussion. This suggests that the interaction between contending coalitions influences gridlock. Yet, we lack knowledge about interactive framing between competing coalitions during policy controversies. Our main finding is that a central mechanism of gridlock is the production of conflict through interactive framing dynamics that deny a shared discursive space capable of ushering in a consensus, or reasoned agreement. In New York, this contest evolved from a policy consensus about the economic benefits of fracking to policy negotiation that incorporated environmental threats, and to prolonged policy controversy in which competing discourse coalitions contested notions of fracking in relation to energy production, environmental protection, public health, economic development, and governance. While a ban has been instituted, the failure to bridge discourse coalitions suggests that controversy will persist unless meaning disputes are resolved.  相似文献

The illegal wildlife trade has emerged as a growing and urgent environmental issue. Stakeholders involved in the efforts to curb wildlife trafficking include nongovernmental organizations (NGOs), academia, and state government and enforcement bodies. The extent to which these stakeholders work and communicate among each other is fundamental to effectively combatting illicit trade. Using the United Kingdom as a case study, we used a social network analysis and semistructured interviews of stakeholders to assess communication relationships in the counter wildlife trafficking community. The NGOs consistently occupied 4 of the 5 most central positions in the generated networks, whereas academic institutions routinely occupied 4 of the 5 most peripheral positions. However, NGOs were the least diverse in their communication practices compared with the other stakeholder groups. Stakeholders identified personal relationships as the most important aspect of functioning communication. Participant insights also showed that stakeholder-specific variables (e.g., ethical and confidentiality concerns), competition, and fundraising can have a confounding effect on intercommunication. Evaluating communication networks and intrastakeholder communication trends is essential to creating cohesive, productive, and efficient responses to the challenges of combatting illegal wildlife trade. This paper examines recent advertisements used by the World Wildlife Fund (WWF) to raise awareness about the predicament of endangered, vulnerable, and threatened species. By engaging in a critical discourse analysis of a selection of advertisements, this study demonstrates how the WWF uses intertextuality as a discourse strategy to articulate its message and objectives. In this paper, I argue that by engaging in the juxtaposition of various paratexts (“layers of meaning”), the WWF produces a narrative which reveals an anthropocentric lens through which we view the world. The advertisements are found to resort to paratexts of anthropomorphism with the intent of extending the bounds of personhood to non-human animal species. In closing, I maintain that intertextuality is employed not only to question the dominant human-centric paradigm, but serve the heuristic function of encouraging a more empathetic identification with the animals in question and the creation of a more holistic worldview.  相似文献

Since the first product became commercially available in 1995, biotechnology has become the fastest growing crop technology, dominating large shares of the global agricultural market. The development of biotechnology, however, has given rise to questions regarding human and ecological safety, culminating in local and global political battles. While researchers interested in biotech politics have focused on areas such as media framing, social movements, and campaign work, less attention has been paid to how the industry has historically promoted and legitimized this swift proliferation. In this study, we conduct a discourse analysis of documents available on live and archived websites to discern the legitimation strategies employed by one important corporate actor, Monsanto. Findings show that for nearly two decades, Monsanto consistently employed discursive resources that concealed details about actors and action, reflected trends among experts in global sustainability discourse, and reshaped narratives to promote itself, products, and biotechnology in general.  相似文献

The politics of climate change is much discussed, but there has been little investigation into how politicians themselves understand or articulate the issue. Corpus analysis, a method developed within linguistics, is used to investigate how UK politicians talk about climate change, using the example of the 2008 Climate Change Bill. Corpus techniques, including keyword analysis, collocation and semantic tagging, are used, alongside critical reading of the text. The analysis shows that politicians frame climate change as an economic and technical issue, and neglect discussion of the human and social dimensions. They are selective in their use of scientific evidence, with little mention of abrupt or irreversible change. In doing so, they attempt to ‘tame’ climate change, rather than confronting difficult realities. While this strategy has the benefit of political acceptability, it does not allow for discussion of the full political and social implications of climate change, and precludes more radical responses.  相似文献

The idea of the ‘smart city’ is increasingly central to debates on urban development and sustainability, and a host of cities are now pursuing ‘smartness’ as a way to improve energy efficiency, transport, and public services. However, existing research does not provide a clear picture of how this smart city agenda actually contributes to sustainability. The social science literature has been critical toward urban smartness, with most of the empirical research focusing on the politics of data-driven and entrepreneurial urbanism. This article seeks to contribute to this debate by empirically examining the role that sustainability plays in the smart city discourse. Its distinctive approach is to investigate how urban smartness and sustainability are framed by an authoritative institution (the European Union) and then to trace these framings down to a particular city (Stavanger, Norway). The data show that the smartness approach is strongly tied to innovation, technology, and economic entrepreneurialism, and sustainability does not appear to be a very important motivating driver. Nevertheless, the ‘sustainability component’ of the smart city agenda becomes clearer the closer we come to the city level.  相似文献

This special issue addresses hydraulic fracturing for shale gas extraction as an interpretive policy problem. Bringing together empirical cases from the U.S.A., the Netherlands, the U.K., Poland, and Germany, we identify three approaches to the interpretation of hydraulic fracturing in the article: understanding its meaning, contextual explanation of the institutionalization of its meaning, and policy design as intervention to alter its meaning. By exploring differences and similarities across these cases, we identified two central tensions in the meaning of shale gas in all cases: (1) economic opportunity or environmental threat and (2) transition toward a more carbon-free energy future or perpetuation of a fossil fuel system. We found that when actors shift the meaning of hydraulic fracturing to consider it predominantly an issue of threat, this explains the dominance of risk governance as an approach to managing the controversy. Alternately, when the meaning of fracking shifts from consideration as an economic opportunity or a bridge fuel to consideration of it as a barrier to an energy transition, this explains the decision to ban fracking. Therefore, a comparative assessment of the papers demonstrates the ways interpretive dimensions of politics can influence the governance of public policy.  相似文献
